Position                                                                                                                                                                                                                      
Senior Engineer: National Airspace System Deployment Group working for the United States Air Force/Department of Defense.  Staff Member of the Digital Airport Surveillance Radar (DASR) program and GPN-20 Removal Program.
Duties:

  • Maintain knowledge with DASR construction plans and specifications.
  • Maintain knowledge with USDOD and USAF operational procedures.
  • Maintain currency with USAF and DOD Certifications and Annual Training.
  • Secure necessary approvals for travel in and out of the United States.
  • Complete any necessary forms for OCONUS travel.
  • Schedule complete travel arrangements to and from location of duty.
  • Ability to work alone at CONUS and OCONUS locations.
  • Coordinate local air force base and/or foreign government approvals to ensure a smooth running project.
  • Provide timely notification to local air force base at critical moments of project.
  • Resolve any problems/issues with local air force officials, foreign county officials, prime contractor and sub-contractor(s) relating to local approvals, security, access to facilities and contract compliance.
  • Ability to deal with US and foreign customs officials on shipments to DASR sites.
  • Keep detailed records of construction progress, including photographic history.
  • Submit daily reports back to headquarters.
  • Inform headquarters of any significant issues related to project which may jeopardize project completion time table.
  • Schedule and/or attend meetings/teleconferences related to DASR projects.
  • Mark-up site construction plans and documents with any approved changes made.
  • Inform prime contractor of any discrepancies between site construction work being performed and approved contract plans and specifications.
  • Coordinate required approvals for any changes to construction plans and specifications or changes in approved methods of construction.
  • Ensure compliance with approved construction plans, specifications and approved change orders.
  • Work with other divisions of DASR/DOD/USAF to ensure project completion.
  • Coordinate removal of obsolete GPN 12 or GPN 20 radar facilities, both CONUS and

OCONUS with different USAF/DOD/FAA / ANG dismantlement teams or private contractors.

  • Train dismantlement teams as necessary in the proper removal procedures for obsolete radar systems.
  • Submit accurate expense reports for Tours of Duty.
  • Maintain continuing education for licenses and certifications held.

With over 40 years of experience in building construction and land use. I have worked as a builder, building code consultant, municipal building official and member/chairman of two Massachusetts State Boards. Since 2006 I have been a Member of the International Code Council Reference Standards Committee.

Position: Residential and commercial building contractor, building and zoning consultant.
Duties: I am a licensed building contractor in the New England area performing residential and commercial construction work. I am a consultant to property owners on building use, zoning codes and land use, including preparing and presenting cases before regulatory boards and commissions. I am an expert witness (qualified by presiding judges) in several Massachusetts District Courts, Massachusetts/New Hampshire/Connecticut Superior Courts and US Federal Court on matters related to building construction and land use. I have worked as the interim Building Commissioner in several Massachusetts communities reorganizing departments and assisting in the selection of a permanent Building Commissioner. I have been contracted to be the complete building department for a Massachusetts town providing complete plan reviews and inspections for a large residential/commercial project. I am a Massachusetts Certified Septic System Inspector, inspecting and evaluating septic systems.

Position: Worldwide Technical Representative, working from home office.
Duties: I reviewed and approved designs submitted to me by regulatory agencies/design professionals/builders related to fire and sound containment in buildings and structures. I developed and presented code changes before building code and fire code regulatory groups. I developed and secured state/association approval of training programs designed for the continuing education of building and fire code officials, design professionals and builders and made presentations before these groups. I represented Thermafiber at regulatory and standards development committees.

City of Quincy, Massachusetts
Position:  Building Commissioner, Zoning Enforcement Officer, License Board Member/Chairman. Duties: I was the department head in charge of all land use and construction in a City with a population of over 90,000. I was an advisor to several city boards and committees.  I was a License Board Commissioner and Chairman approving licenses for various uses in the community and ensuring that all license and other conditions were maintained and taking appropriate legal action against license holders found to be in violation of state and city laws and regulations.
